To the Editor After years of careful consideration, voluminous public disclosure and discourse, newspaper articles and, of course, intergovernmental communications in the open - our borough leaders have decided to "punt" the decision on building a library and its location to a study committee. Just incredible. We all know that the surest way to kill a project is to refer it back to a committee with preconceived notions for the "findings." Our leaders in Washington, D.C have been using this transparent ploy for over 200 years. The newly elected councilwomen were breathless in their mandate from the voters, and one, Joselyn O. Rich, wasted no time in exercising her perceived mandate to kill the Library Beach project through her resolution. But, be careful when preening about being the beneficiary of the "voice for change," because the vast majority of Stone Harbor residents’ opinions were not "heard loud and clear." Stone Harbor is unique. It is no ordinary hamlet, village or town. Only a tiny fraction of the property owners (and therefore taxpayers) are voters. So if Rich is exalting in her mandate, it is one of a "tyranny of the minority" that our Founding Fathers warned us about. The families of my wife and I date back three generations as Stone Harbor property owners - our first family house was built on Shelter Haven in the 1920's. Not once during this span of almost 90 years has our opinion been solicited, not to mention being able to vote on important Borough issues. But wait - as property owners we get to pay for whatever the tiny minority decides. Just incredible. If the borough council and the mayor truly wanted to stand by Rich's "guiding principles," that "everyone deserves to have a voice that will be heard," then they should drop this pretense of a study committee, and submit the existing Library Beach Project to a referendum of all property owners - heavens, even those who pay the bill would get a voice and a vote. In case I wasn't clear, I oppose this Study Committee, I support the library to be built at the beach location, and I would like my voice to be heard. But if history is any guiding principle, my message, hereby, will be lost in the bureaucratic shuffling of papers. NICK TIMBERS Stone Harbor

Some people use the Great Atlantic Hurricane of 1944 as their historic guiding principle.

Nick, you don't vote here because it's not your primary residence. You made that choice not us. Secondly, the library is a branch that is part of the county library system. Just so you know, the freeholders don't go door to door either.

If you're feeling unloved, try spending a summer in Wildwood. It would work wonders for your outlook. I think you would find Josie's tyranny pretty wholesome in comparison.
