
AVALON — Tenants here may soon be penalized if unable to provide a register of occupants renting a home or condo.
Names of registered tenants were already required under borough rental property code, however, now the occupant, not only the owner, is required to produce a tenant registry to the public safety director, police and/or Licensing and Inspection Department upon request.
Police Chief David Dean said the ordinance is a result of an incident in which a tenant was unable to produce a list of registered occupants. He said the ordinance allows a mechanism to charge the tenant and not only the owner.
“The way the current ordinance was written there was no authority for police to require a tenant to provide a copy of the register,” Council President Charles Covington said.
Now tenants could be punished if unable to produce the registry at the request of officials.
The police could issue a citation to the individual for noncompliance, Covington said.
The registry must be maintained on the property.
Borough Council introduced the ordinance on first reading Nov. 24.

My favorite is the "welfare" tenant that allows every babydaddy, family member and druggie friends to stay. Not only should this be a state law so all the municipalities don't have to bother but DYFS should check in on the poor kids that have these various "role models" living under the same roof. It does provide an enormous reality TV entertainment value but some neighborhoods are being ruin by disrespectful tenants. And police will not do anything unless you file a complaint, where retaliation is almost a certainty.

as a landlord in a nearby town , i welcome this type of law. for far too long the tenants of seasonal rentals get away with violations that are passed on to the owners . as a responsible owner i hate to see my houses and good neighbors abused. Attys tell you you can't prosecute, it is too costly because most times the tenants are from out of state. what has happened to our youths they have no respect for personal property and or people and the laws allow it.

A private home shouldn't fall under this idiotic regulation. I'm guessing this asinine ordinance is aimed at houses full of folks of dubious legal status put up in rentals owned by the people who employ them. It will be fun to watch this go the way of the Drunk Bus of days gone by. This scheme will sting the wrong person for the wrong reason and the town will end up losing it's @$$ in court over it. I'd like to hear some better explanation as to why this ordinance is needed. What problem is it solving beside "an incident in which a tenant was unable to produce a list of registered occupants". Why is this enough of an issue to turn it into a ticketable offense?
