Unhappy Citizens Mount Wildwood Recall Campaign

WILDWOOD — Some residents that are unhappy with local and economic conditions of this city are placing the blame squarely on the shoulders of Mayor Ernie Troiano Jr. and Commissioner Bill Davenport.

The discontent has grown beyond talk and raised voices at public meetings, and a group of residents have formed a committee to recall the two officials of a three-member commission.

The group seeking to recall Troiano and Davenport initially filed notices of intent on Sept. 29, but City Clerk Chris Wood rejected them due to minor problems to the wording of the documents. Those problems included, failure to title each document properly, failure to reference Troiano’s capacity as a commissioner and a statement that each recall election is likely to cost an estimated $10,000.

Anthony Totah, Kathleen McCullough and John Roat signed the document calling for Troiano’s recall. Kathleen Mills, Douglas Jones and Roseanne Tull signed the document called for Davenport’s recall.

Attorney Daniel J. Gallagher, who is representing the group asking for the recall, said that a formal notice, with the necessary changes, would be filed again in the near future.

After Wood receives the corrected formal notices, the next step for the recall committee would be to collect the number of signatures for a recall petition.

According to state law, each final petition must include valid signatures of 25 percent of the city’s registered voters. With 2,458 registered voters in the Nov. 6, 2007 election, that means the petition would need 615 signatures.

If the recall letters are filed after this year’s Nov. 4 election, the recall committee would have to secure 25 percent of the 2,901 voters registered to vote or 726 signatures.

The County Board of Elections and the City Clerk’s office would be responsible for verifying each signature. Once that task is complete, a date can be set for the recall election.

Troiano said that he has acted for the betterment of the town during his tenure in government and described the recall committee as residents that are never content and opposed to everything.

Despite the recall effort, Davenport has said the he was going to continue to run the city the best he could. He added that he believes Commissioner Gary DeMarzo is behind the recall push.

DeMarzo, who said that he believed that the recall was an opportunity for residents to vocalize their frustration, added that the frivolous spending, questionable decision-making and poor communication on the part of his fellow commissioners led to the recall.

It is not surprising that the mayor is feeling this way about everything. Hey, look he is facing an embarassing time.........RECALL due to his type of leadership is not something to boast about.

I can't beleive what he's saying now. Mayor Troiano now claims that theres a group of four people that are spreading lie after lie by writing letters to the editor of local newspapers. It seems anyone that opposes him is a liar or malcontent. The Mayor should publicly identify the lies and the people that wrote them. The press will willingly print any comments that he provides to refute any specific lies that he refers to. He needs to be a man and stand up for the truth.

To 10/30/2008 6:02.a.m. - The "Out of Towners" are Mayor Troiano's and Commissioner Davenport's family members, relatives and friends who voted illegally, voting from motels they own while living in their Cape May mansions, Wildwood Crest mansions, off-shore homes; and their friends who voted from their restaurants that have no living quarters while residing in North Wildwood, Wildwood Crest, Florida. Even six prominent boardwalk pier owners who vote from their boardwalk stores and two of them voting from 308 E. Cedar Ave. which is the location of Splash Zone water park. Mayor Troiano, without your "Out of Towner" friends voting illegally, you would never have been Mayor of Wildwood. The election should be overturned. RECALL can't come soon enough.

To the Troiano Spouter who thinks we are out of towners complaining about the City Government in OUR TOWN!!!! Sorry wrong assumption.........................................YOU TOO MUST BE A PART OF THE TEAM FOR TROIANO OR YOU WOULD PROBABLY REALIZE ........................LOCALS WITH ONE PROPERTY ARE STANDING UP TO RIGHT THE WRONGS THAT HAVE BEEN DONE TO OUR TOWN AND ALSO OUR PEOPLE WHO RESIDE HERE YEAR ROUND...............AND IT DOESN'T MATTER HOW MANY PROPERTIES WE HAVE NOW DOES IT!! jUST MEANS WE PAY MORE TAXES THAN THE HOMEOWNER WITH ONE PROPERTY.

Our mayor is a disgrace! It always been about him and his friends, not the community. All he wants is to finish his term so he can get life time benefits. Yes, if he gets twelve years in, Wildwood Taxpayers are going to be paying for his health benefits for the rest of his life! Just another bill he is going to stick us with.

You "out of towners" need to get over yourselves! I guess it's not so easy now to own more that one home. Double the bills double the taxes. Your easy ride is over, now you are all p-off. You all purchased these homes when Wildwood was under assessed. Now, along with many other towns, Wildwood is assessed more true to a resort town. And you are not liking the pinch! So let's all stamp our feet and pull our hair! Whaaaaa! All of us single home owners are feeling it to! You all can sell off your double or triple properties. Some of us are trying to hold on to the ONE property we own.

I posted the Spout Off comment and the editor's response. I described the editor's note as "rather telling" because it demonstrates the fairness of the Herald that is often questioned by the small group that still supports the corrupt Troiano administration. It also shows the extent of opposition to this administration, as positive comments about this city's government are few and far between. There is indeed not much positive to say.

Why should the Taxpayers be held accountable for LAYOFFS of employees in City Hall that are so necessary and LONG overdue? Who is telling them it is the fault of the Taxpayers who are pursuing to RIGHT THE WRONGS OF OUR CITY GOVERNMENT?

To the comment regarding layoffs...................................While I am sure you know the entire country is having issues with businesses and local/state governments are faced with and have made the tough decisions to lay-off due to budgetary issues, Wildwood has to face this finally also! It is not the fault of the Taxpayers of this town that City Hall Government has hired above and beyond the necessary amount of employees! But let's place this all in the office of your Mayor and Council who have had the authority to limit the hiring all along. It is a CRIME to the Taxpayers of Wildwood, to carry the burden of overstaffing in City Hall which not only includes payroll but also health benefits and retirement etc. Why should there be well over 200 plus employees needed to do the work that our sister cities on this 5 MILE ISLAND have far less and are much more successful in the running of their governments? LET'S BE REAL ABOUT THIS WHOLE ISSUE!!
And since you are feeling a possiblity of being layed off it is in your best interest to do as so many people in the UNITED STATES are doing................START YOUR JOB SEARCH NOW!

ISN'T IT SAD WHEN PEOPLE WANT TO BLAME THE HERALD (A COUNTY NEWSPAPER FOR THE LACK OF POSITIVE COMMENTS REGARDING TROIANO'S LEADERSHIP AND THE CITY COMMISSIONERS ISSUES AS WELL?
First of all the Herald has nothing to do with the Citizens comments or their feelings toward the Mayor and Commissioners. Could it just be that THE MAJORITY HAVE NOT MUCH OF ANYTHING IN A POSITIVE NATURE TO SAY ABOUT WHERE THIS GROUP HAS TAKEN THE CITY AND ITS CITIZENS!! LET'S BE REAL WITH THIS ENTIRE SUBJECT! THERE IS NOTHING TO THANK THEM FOR IN SO MANY PEOPLE'S EYES HERE. ONLY THOSE BENEFITING FROM ANY PART OF WHAT THIS TEAM HAS DONE WILL BE ABLE TO BE POSITIVE. MOST OF US HAVE WORKED OUR ASSES OFF TO PAY TO LIVE HERE AND STRUGGLED WHILE OTHERS HAVE REAPED THE BENEFITS OF BEING UNDER THE UMBRELLA OF THE MAYOR AND CREW!
Quite obviously by the number of negative responses these gentlemen should take the HINT and remove themselves from office! All compliments to the Herald they do a outstading job in reference to last comment you should read all the comments and spout off's the Hearld is fair on printing them . You and the others should wake up and look at the facts Wildwood has gone nowhere with the TROIANO run goverment but down the drain. He is the one that Bonded time after time Million's in bond debts. The infrastructure should have been paid by developers not the tax payers .The Rec.center should have been up to vote on it by tax payers like other towns did. All around the country cut back's have been taken exept in Wildwood we still have 1 of the largest municipal emplees inculdeing all his freids and relatives that work in the city . One thing is for sure as long as Troiano is in charge it will result in more law suits and higher tax's . One thing for sure if we get him out and 2 new ones put in CUTS ,LAYOFFS CONSOLIDATION, AND YOUR TAX RATE WILL COME DOWN . No more family run fire dept. and family run Police Dept. Time is up either we change or fall down the drain,again Thank You Herald for fair conduct

I and may others would like to know why this newspaper only shares the negative Spout Offs about Mayor Ernie and Commissioner Davenport and only shares positive Spout Offs about the other one?

Think of this one. If the recall is a success, then a certine "commissioner" still won't be able to vote on anything. Due to conflict or by his own choice, he won't be able to vote. What is the push for from his peanut gallery?? Do they not see the end of the road? Not a fan of ANY of the commissioners, but what do these people think is going to happen? I mean get real people, there has been nothing resolved with the city of wildwood since the election, and there won't be! Maybe ALL THREE should be recalled!

Just because people disagree or see things very differently doesn't mean there has to be udder chaos.

The division in the city has nothing to do with anyone but DEMARZO. He did it in the police dept and he has been doing it in the city since he started campaigning.

WOW! From reading all the comments there is one thing for sure, Wildwood is a deeply divided community. Only one person can be blamed for this and that is the Mayor. A mayor that creates such a bad rift in a community is a poor leader and should be removed from office. If he really cared about the community he would step down. All he is going to do is make the division grow deeper and larger. This rift will only heal when Troiano is out of office.

Question................Does Anyone in this City of Wildwood know why certain employess within City Hall have City vehicles and take them home? What is the purpose of this. It is unbelievable to me that we need SUV's for city employees(ie: Fire Dept employees) and Mayor to ride around in. Please explain why the city needs to purchase vehicles for these people. Bet these vehicles are fully equipped as well. Lets check City Hall and see who is assigned these vehicles and what the purpose of them being taken home might be. Hey, maybe Troiano bought them knowing they could be used for the NEW REC CENTER to transport all of our seniors to enjoy what Troiano believes will be a great local for them to spend time in!!
Another point to show that Troiano only takes care of his own people!
Sell those vehicles and use your own to go to and from work like all the other citizens/taxpayers in this town!!!

This goes out as the truth ,look at the facts ,1.The tax rate whent up each year since he was elected sure alot to blame on past admistration 10 years ago but the truth is Wildwood increased it's ratables and the tax rate should have been stable. The reason Major pay hikes ,Hireing his freinds and family members and giveing pay rasies for election favors. He has proven to make no cuts as per every other town ,City, Corporation made major cuts in operational cost's. 2. Selective Zoneing was implaced forceing many to lose money and not able to sell there property.3 The truth is No High Rise's will be built ,CAFRA approves many projects but most of them never get started.Wildwood's problem is unstable Goverment poor econemy and short season no investor in to days market will invest wastefully ,and Banks tightened up on Consturction Loans. Maybe 5 to 10 years for any thing to happen with a high rise what do we do till then? . 4. Smart operations he should contract out certain depts. Like TRASH ,PARKS,cut back the rank in Police Dept. 1 Ranking officer to 1 Patrolmen is STUPID. CUTS SHOULD BE MADE.5 .Fire dept. should be merged and go all VOLUNTEER .keeping the PAID AMBULANCE SERVICE. .He has proven nothing ......THIS IS FOR ALL OF YOU....

Again with the disaster and destruction. a lot of condos sit empty do to the real estate boom and then bust. People are loosing their homes all over the country and the last time I checked Ernie Trioano is too busy running the city and his very sucsessful concrete business to leave the island. So I doubt that he is the core of our nations financial crisis.

A big thanks to all the people that are working hard and to the ones that signed the recall of the Mayor And Davenport. I for one fell positive that a new era will begin with a loyal truth telling goverment. The recall is the most important thing to do and without doing it and following up on it Wildwood would be DESTROYED BY TROIANO AND COMMISH. DAVENPORT. Just remember if we don't get them out a MAJOR TAX HIKE AND MORE WASTEFULL SPENDING IS AHEAD.

THE BOTTOM LINE I SICK OF IT ALL ,I MADE THE WORST MOVE IN MY LIFE BY BUYING A NEW HOME IN WILDWOOD . MY TAX'S ARE OVER $10,000 MY HOME WAS VANDAIZED 4 TIMES MY STREET IS A HAZARD WITH A SEWER MAN HOLE EXEDING 1.5 FT FROM STREETS WITH A SIGN SAYING BUMPS AHEAD WHAT A JOKE WHY DON'T YOU FIX IT PROPERLY. I HEARD STOREYS FROM MY REALATORE HOW WILDWOOD WOULD BE IN A FEW YEARS WHAT A LIE ,I CALLED THE MAYOR TO EXPRESS MY THOUGHTS HE GOT MAD AND WAS VERY RUDE TO ME. Yes it is true there is a DAYS INN at Andrews and Ocean ,But it does not have or meet the other DAYS INN all over the country where is the Resturaunt ,Where are the hallways to get to rooms with out being out side? It does not meet the chain hotel's requirements and is privately owened. No other Chain hotel would come to a resort with out a Major Attraction ,like Casino or Like Branson Moss. where there are Large up scale concert halls to bring oin major acts. Atlantic City prevents us from haveing them with a 90 day ninety mile rule . Wildwood is a normal shore resort we do not have any thing large up scale ecept the piers that close in late fall and a town that gets boarded up every winter or late fall. Who whants to come to a town with 80% of resturaunts and tavern's and store boarded up. The tax rate and cost to operate in Wildwood is much more than any other shore resort. The Mayor has proven nothing we have MORE VACANBT LAND MORE ABANDONED BUILDINGS MORE BOARDED UP BUILDINGS THAN ANY OTHER SHORE TOWN. We pay twice as much in Bordentown Township. Stop blaming the mayor for things beyond his control and blame incompetent boot lickers like DeMarzo for denigrating a great community. We need the high rises as fast as possible, and to get rid of people who are unhappy here.

The Mayor runs the Public Works and he is a doing nothing but wasteing money . Just look at the Public Works Dept. Garge on W.Oak Ave. .For many weeks P.W. men where spoted shovleing dirt into next to building by hand . A FRONT END LOADER SHOULD HAVE DONE THIS it could have been completed in 1 day if a Front Loader was used. This was wasteing TAX MONEY FOR A SENSELESS JOB. No cuts have been by Troiano HE lies Public Works has more workers then back in 1997 when the city was BOOMING. He did nothing but shove more tax money into the toilet. Why did he BOND money for a personal interest for private DEVELOPMENT. BONDING FOR HIGH RISE INFRASTRUCTURE . Wasteing money on FANTASY PROJECTS no investors would ever invest 200 MILLION or more in a 4 MONTH shore resort . The only thing that happened was REMINGTOIN AND VERNICK , CITY ATTORNEY, made TONS OF MONEY FOR FANTASY PROJECTS. Commissioner De Marzo is not allowed to vote on budget issues because police is included in the budget, but Mayor Troiano votes on the budget issues. So it seems Mayor Troiano is not following the same rules because he votes on budget issues along with Commissioner Davenport. So if the Mayor was following what you say are the proper rules it would mean the only person allowed to vote on budget issues would be Commissioner Davenport. Mayor Troiano also was not following State rules when he was on the Board of JCOW during the time all those condos were not built to code resulting in a legal mess for the City costing the taxpayers millions. Where was our City attorney when this conflict of interest was going on. I believe the Mayor received the letter from the State to step down, May 7, 2007, a day before the municipal election, but we were never told about this for months later. Now we have Commissioner Davenport in charge of the Construction Office, who has I believe a side business doing inspections and was the Fire Chief in Wildwood. Does the City attorney believe this is not a conflict of interest? Just think, if the State found that Commissioner Davenport had a conflict of interest maybe only the taxpayers could vote on the budget!!!!! This administration has been an economic disgrace. I think their days are numbered. Everyone I talk to can't wait to sign the RECALL.

I am a proponent of the recall effort and I have no connection to Commissioner Demarzo whatsoever, I do not complain about everything, and over the years I have offered the appropriate multitude of suggestions to address the multitude of Wildwood's woes. I care about the town and am not leaving.

The truth is that sure Wildwood looks better but 1/2 of the Condo's are not sold do to high tax rate back before the the hard times our econemy is in at present time. Look around the neighboring towns the tax rate is much lower than wildwoods current rate of over $1.55 the mayor has done nothing to lower our tax rate sure high rise promise but it will not come true we now have vacant lots and less rateables. We have lost many shops and resturaunts and motels do to plans for a so called high rise. The Mayor has increased our budget every year far above the average cost increase's to operate. He Bonded 10's of millions and gave hundreds of thousands to Remington and Vernick . With the hard times cuts should have been made in operating expense but he proved to do nothing . As the property values decreae and the up comeing 25 to 30 cents tax hike in 2009 no one will buy in Wildwood. The time is now to change the form of his waste full goverment he gave us brioken promise's and one lie after another. The future is up to you the only thing to do is recall Troiano and Bill Davenport for seconeding every item the mayor introdused. RECALL THEM 2 AND GIVE WILDWOOD A FRESH NEW START IN 2009

Commissioner De Marzo is obligated to abstain on many issues as Commissioner of finance since right after taking office Mayor Troiano sued him (at the taxpayer's expense) for conflict of interest because he was a Wildwood police officer. Commissioner Davenport was in the fire department for years and has probably worked with many of the present firemen yet it's not considered conflict of interest that he's the Commissioner of over the police and fire departments. Funny, an Atlantic City fireman is Mayort there and is allowed to vote on all issues and do his job without conflict of interest. What has Commissioner De Marzo done for us? How about left an $80,000 police job for a $20,000 commissioner post to help the City and citizens and taxpayers of the town he loves. How about at a Commissioner's Meeting when he announced he hadn't seen any revenue from the 2007 Italian Festival and Mayor Troiano said he had $7,500 from the event in his desk drawer. What Mayor keeps these kinds of funds in his desk drawer for any period of time? Commissioner De Marzo uses his own money to videotape commissioner meetings at the request of the taxpayers and citizens since Mayor Troiano and Commissioner Davenport year after year have said there's not enough money in the budget for what the citizens and taxpayers want despite the fact that commissioner meetings were televised before Mayor Troiano took office, yet they feel there's plenty of money in the budget to charge the taxpayers for infrastructure for high rises to be approved costing the taxpayers millions, back bay land deal infrastructure and relocating Public Works which will cost the taxpayers millions in the future, infrastructure for the condo developments of their friends that cost the taxpayers millions, a $5 million rec. center for a 1.3 square mile summer resort town the taxpayers never wanted, a $2 million bandshell which brings in no revenue to the City. The people of Wildwood should thank their lucky stars that Commissioner De Marzo cares enough to take a $60,000/year cut in pay for a good cause and thank him whenever they see him. How many of us would sacrifice that much for this town?

I sent a comment and it was not printed. Comments should be short and to the point. Not longer than the article being commented on. Is a recall necessary? Absolutely not, it is an insult to the voters who elected Mr. Troiano and Mr. Davenport. Mr. DeMarzo should stop encouaging a bunch of chaos. He should either be a cop or a commissioner. This is a conflict of interest for him to do both and everyone knows it.
Also, it should be a conflict for a police officer who is suing the City of Wildwood to be a commissioner or to even run for such a seat. However, the voters elected him. I say the voters need to either work along with the candidates they have or get ready for the next election with a clean sweep offering a plat form that will help fix the problems in Wildwood. With major changes you get major problems and budgetary concerns. Bigger sewers are needed to handle all fo the new expansion and buildings going up. This costs money. Perhaps we should ty to consolidate police fire and rescue (emergency services) on the island that would cut the budget big time. What does Mr. DeMarzo think of that? excuse me Officer Demarzo......It takes guts o propose necessary cost cutting change like that. Other municipalities have combined these services. Why can't the Wildwoods????

Please get your facts straight. Mr Davenport & Mr Troiano did not "forbiden" Mr. DeMarzo from voting on anything. It's a judge that makes that decision and it's the law. Just like Mr Troiano can not vote on anything pertaining to the fire department because his son is an active paid firefighter and will recieve compensation as a paid firefighter. Mr DeMarzo will in the future receive compensation as a paid police officer so he can not vote on police department issues. Mr Davenport is not a paid firefighter and is not related to any paid firefighters and will not recieve any further financail gains from the fire department so he is elegable to vote. It's called a conflict of interest that you can not vote on anything that you or a family member has a vested fianancial interest in and again it's the LAW. The other items Mr DeMarzo does not vote on are of his own choosing. Please do your research before commenting.
