OCEAN CITY — The Ocean City Police Department and Cape May County Prosecutors Office conducted an investigation into an alleged sexual assault of a 15-year-old juvenile which had occurred over a several month time period in the 300 block Haven Avenue.
The investigation revealed that on at least two occasions the accused, Joseph Higbee, 72, of this city, had engaged in sexual activity with the victim, police reported.
On Monday, Sept. 29, Higbee was taken into custody without incident, and was charged on a warrant issued by Judge Delury, Superior Court, in the amount of $75,000 full cash bail. Higbee was charged with sexual assault and endangering te welfare of child.
The investigation was handled locally by Detective Stephen Sullivan.

Assuming this person will be convicted: The state is not equipped in andling these cases involving Megans law. These cases should be dealt on an individual bases before ruining the life of the convicted and their family. Being politically correct is not morally correct
