STONE HARBOR — Two persons were arrested Aug. 3 after a foot patrol officer spotted someone sitting in a parked car near 96th Street and the beach smoking what was believed to be marijuana as an 18-month-old child was in the vehicle.

Stone Harbor police reported that at 6:36 p.m., Officer Daniel Peters saw Nicole M. Brown-DeFelice, 21, of Bellmawr, smoking marijuana as her 18-month-old child was in a car seat in the rear of the vehicle.

Michael J. Clair, 27, of Gloucester City, the child’s father, was in the driver side of the vehicle.

Clair and Brown-DeFelice were arrested and the Division of Youth and Family Services was notified.

As a result of the investigation, Clair and Brown-DeFelice were charged with endangering the welfare of a child, possession of under 50 grams of marijuana and possession of drug paraphernalia.

DYFS took custody of the children, and after he was medically evaluated, was placed in the temporary care of a family member.

Clair and Brown-DeFelice were released from custody on their own recognizance and have a court appearance scheduled Aug. 14.
