
VILLAS — When 85-year-old Clara Coan got home from the hospital, after riding in a wheelchair in a Lower Township Rescue Squad ambulance; she discovered $750 cash and a $560 Veteran’s Administration check was missing from her purse.
Coan went to Cape Regional Medical Center July 3 with symptoms of a heart attack. She said before going to the hospital, she put aside $750 in cash and a $560 Veterans Administration check in an envelope in her purse to buy two storm doors for her home. She said she took the money to the hospital with her because she was afraid someone would break into her home while she was away.
She was kept overnight at Cape Regional Medical Center. Her money was kept in a safe at the hospital and returned in full when she left, said Coan.
Coan said she and a security guard counted the money before she left the hospital.
“It was all there,” she told this newspaper.
Coan, a widow, had no one to drive her home, so the hospital called Lower Township Rescue to transport her.
Coan said she told Lower Rescue employee Chrissy Von Colln she had “a lot of money” in her purse. Coan said Von Colln slung the purse on her own shoulder, and said, “I got it.”
Coan told the Herald she asked to have her purse back but Von Colln said, “Oh no, it’s safe with me, I’m taking good care of it.”
Coan said she asked a second time for her purse. Von Colln disregarded the request, and kept the bag in front of the ambulance on the floor between the driver’s seat and door.
She said Von Colln removed her keys from the purse to unlock the front door to her home.
Coan said Von Colln placed the purse on a chair in the living room.
Later that day Coan was writing a shopping list and looked in her purse and found the envelope with her money was gone. She said she told Von Colln she needed help around the house on occasion and Von Colln told her to call her.
Coan said she called Von Colln the next day asking if the envelope with the money may have dropped out in the ambulance. Van Colln said she would check but never called Coan back.
Coan said she called Lower Township Rescue. She was told by Lt. Colleen White that Von Colln had been suspended, and had just returned to work before transporting her home from the hospital.
White told her that Von Colln said she did not know anything about the handbag being on the floor of the rescue vehicle, Coan said.
“I knew it was there and she wouldn’t give it to me,” said Coan.
Coan said Al Flitcroft, a Lower Township police school resource officer, who works in the detective division while school is closed, went to her home to investigate. She said Flitcroft showed photos of the interior of the ambulance. She indicated where she sat and where the handbag was located.
Coan said Flitcroft told her he knew the rescue employee took the money, but he didn’t think, “she partied on it.”
Coan said Von Colln told her she had six children when she returned to Coan’s house with Flitcroft. Coan said Von Colln denied taking the money when she confronted her.
White later went to Coan’s house. She said Von Colln said she was willing to pay back $100 every two weeks.
“Nobody in their right mind says they didn’t take it but are wiling to pay it back,” said Coan. “I don’t have any money; what I had was all that I have.”
White later returned to Coan’s house with $100 she said she got from Von Colln.
Coan, who receives Meals on Wheels and services of a visiting nurse, said she needs the money for prescriptions.
“What am I supposed to do? I have no other money,” said Coan.
Lower Township Police Detective Sgt. Thomas Keywood told the Herald, Von Colln was arrested July 22 and released on summons. He said the case would be handled by the county Prosecutor’s Office since the theft was over $200.
James E. Rybicki, Chief of Detectives at the county Prosecutor’s Office said he had not received any information on the case as of Monday.
Lower Township Rescue Squad Chief Kevin A. Hart told the Herald personnel matters are confidential, but that Von Colln was no longer with the squad. He said the case would follow due process of law.
Hart said the rescue squad was insured for theft.

At 3:14 p.m. on Aug. 5, too late for inclusion in the Herald print edition, Hart issued a press release regarding the incident.
In it he stated the squad had terminated "the employment of one of our wheelchair van drivers who had been accused of theft from a person that had been transported to the hospital."
He stated the squad looked into the matter and did not fund any money or any other personal items in the vehicle.
An internal investigation was opened, he stated.
"During our investigation it began to appear as certain facts were verified, that there may have been criminal wrongdoing. The entire matter was turned over to the Lower Township Police Department.
""We fully cooperated with the police department during their investigation and are now awaiting for the outcome of due process prior to any further actions on our part."
Hart stated the squad had issued the release "...to reassure all residents and visitors to Lower Township that will possibly use our services that this was an isolated incident. This incident did not happen with any of our emergency services personnel or in an ambulance.
"In my over 30 years with the rescue squad we have never had anything like this occur, and I, and my officers are doing everything in our power to ensure that nothing like this occurs again.
"We have changed some of our policies, and created new procedures to prevent even the hint of impropriety from occurring again. The alleged action of one, and our immediate response of termination of employment, should reassure the public how seriously we are taking this matter."

Not to sidebar the debate that is ongoing here,but . I would like to respond to the comment below about how Cape May Fire responds to calls. In the event of a fire call yes an ambulance does respond. However unlike stated below, if there is another EMS call or a person injured on the scene of the fire the members that have responded as part of the fire crew will immediately tend to the victim(s). Life Safety is always the priority of CMFD, followed by property conservation.

To the person that said the Rescue Squad was never part of the Township. The Lower Township Rescue Squad indeed has a charter as a non-profit organizatio, however, up until the point that Chief Hart refuse to turn over his books(mid to late 1990's) The rescue squad received a budget from the township and all employees were on the township payroll and had township pensions and benefits. also the rescue squad sent out subscriptions for ambulance service and also billed insurance companies at the same time. can we say double dipping? all the township wanted to do was audit the books. the chif refused to do this and hence the township ceased paying employees and giving the squad a budget. To this day no one has yet to push this issue but they are willing to screw with a girl for peanuts. If an investigation really got started they would uncover a lot, just like the villas fire company covering upn imbezzlement but there former treasurer that was never repoted to the authorities. When is someone going to take the iniciative and launch investigations and stop the real thiefing. and as far as the 08/11/2008 22:00 commentor, has the squad or fire companies ever been audited by the prosecutors office? i am not talking about embezzlement to an individual, i am talking about the squad defrauding the township in 1990's and how township employess got laid off because of one persons ignorance. the township should by the rescue squad out of there contract and get a new medical provider.

If you knew anything about EMS you would know that the system relies on the first response of police officers. Everywhere you go police are always the first on scene of the more serious calls. All of the police officers are trained to begin treating a patient prior to EMS arrival and some are even certified EMTs themselves. Since you listen to the radio so much take a listen to LTPD's channel. Certain police cars will always be dispatched to assist rescue because of their higher level of medical training over the other officers. Start timing response times of the ambulances too. We have rules stating that we are not to exceed one minute from the time of dispatch to the time we sign in route and the time it takes to get from our building to the scene on average takes 4 minutes.
LTRS IS PAID 24 HOURS A DAY, 7 DAYS A WEEK! I'm not really sure how to make that any clearer to all of you. If you want the fire department paid then you need to talk to the township. If you want the rescue squad to pay even more ambulances than they already do then you need to donate a huge sum of money to pay that extra crew.
As for cape may and all those other paid fire and ems squads, once a fire call goes out they have no emts to staff their ambulance because the emts get onto the fire truck. Yes, cape may does bring their ambulance to fire calls but the emts lock the rig and go fight fires until more emts show up on scene to staff the ambulance. LTRS does a lot of mutual aid for other townships because the other townships cant get a volunteer crew together but LTRS is always able to get a volunteer crew. You can complain about us all you want but when it still comes down to it, when some one calls 911 we are the ones coming every time.
Stop wasting your time complaining about the squad on here because it's not doing any good. Go complain to the township. Go complain to the NJ Office of EMS. Go complain to our local government. Go do something other then whine on some forum that has nothing to do with LTRS other than the fact that they fired Christina.

I dont think we as a community should depend on PD to give life saving help. They are equipt with an AED, O2 and a first aid kit that anyone can buy. They are trained in first responder which is great. They dont have the equipment or education that EMT's and Paramedics have. Do not get me wrong, we need the PD, but if I am choking on vomit lying in a supine position and have a c-spine injury where are the PD going to get a suction unit and c- collar? Are the PD certified to call in ALS, or a medivac? They arent. Lets be real people, WE NEED BETTER SERVICE. As for the paid FD, noone says to get rid of the vol. just have a paid crew on 24/7. Talk to people in Cape May and ask them if they would rather have vol. FD and EMS.

The Lower Township Rescue Squad staffs, at the very minimum, one ambulance twenty-four hours a day. In the time that I have been with squad there has never been a call that went unanswered and wasn't covered by one of our own ambulances. We seem to pull together in even the most hectic of times. The Lower Township Police Officers are trained in basic first aid and act as first responders, so even if an ambulance is delayed waiting for a "volunteer" (I use that term lightly), the patient still is receiving potentially life-sustaining care.
Christina, Chrissy, or whatever it is that you want to call her, has been a MAV driver and dispatcher at the squad for many years. How she conducted herself at work is unknown by anyone that has not worked with her.
The squad was never part of Lower Township in the manner that was suggested in a previous post. We are a private, non-profit organization, who is funded almost completely by the cost that is charged to those that use our services. The squad is audited every year and ever single penny is accounted for, so the thought that embezzlement could be occurring is a false allocation.
For what truly happened in the MAV that day we may never know because it is one word against another. One thing is for sure though, the comments posted by users on this site are all potentially a lie.

i think is is wrong that some of my co workers don't even live in the township. it seem takes so long for crews to getout at night bceause some are coming from there home in wilwood crest. it takes at least 25 minutes to get to the squad if the is traffic. and this is one of our officers. shes a disgrace. if you want to be an officer, live in the township. i take an average of 6 to 7 minutes to get to east squad and always have to wait. shows what kiss butts can get. and maybe if someone did come in and "straighten" out the squad and weed out some officers it would be a better place. its a joke someone is always getting hurt or crying. and if you can handle it. your beat

The Lower Township Rescue Squad employees were originally paid and had benefits provided by Lower Township until the late 1990's. Thats when the Township of Lower wanted to review the rescue squads books. when Kevin Hart refused to show anyone the books, the township dropped them from the payroll and made them go out and survive on their own. SO if you think about it, who's hiding or taking money. As far as councilman Conrad goes, he is a political pawn for the rescue squad put in to try and get info and get issues passed. The township and the prosecutors office needs to do an audit from about 1988 to 1999. You'll be amazed at what you'll find. When the rescue squad was paid by the township, they were charging for the service and not turning the money into the township and then still proposing a uge budget to the township. if these books were reviewed for the periods when the towship provided payroll some one will be in jail. i am so glad i went on to paramedic school and got out of there.

What I don't get is Flitcroft's reaction to the widow's claims. Was the statement that he didn't believe the driver 'partied' on the money supposed to soften the severity of the theft? It seems that he intended on trying to arrange a repayment plan between the victim and her assailant rather than make a necessary arrest. I think the detective's actions in this case need to be questioned, at the very least.

Obviously you do not pay attention. The Erma firehouse has enough space for a living quarters if needed. I never said anything about getting rid of the volunteers only Ocean City is fully paid the other 3 are combination dept.'s, which I am assuming you know what that is since you are up on things. As for taxes I think the half million dollar fire budgets all 3 fire districts get if put toward a paid dept. would probably sufice. I am not knocking volunteers don't make it seem that way, I am saying public safety comes first and sometimes the writing is on the walls. Curb the ego's and lets get with the reality of the future. My fire district taxes arent going to blow up when the township wises up to the problem and centralizes everything including Ambulance services. Last time I checked an AMbulance ride was more than $400 and I know Lower is busy I think we would be able to support it. I am also aware the police would support it since they have to put themselves in bad situations due to long response times.

How about all of the volunteers that love what they do, are you going to tell them, "well, you just aren't needed any more, because we have paid people?"
Also ensure it is opened up to a county level civil service test, to ensure the most qualified people get in the positions.
As a lower township tax payer, you're OK with your taxes going up to support this?
Lets not forget paid fire/ems get paid 35,000+ a year with full benefits, and also the cost of the building(you need a building with suitable sleeping quarters).
Also remember the cost of fire gear as well, approx. 3000 to outfit a firefighter. Where are the trucks going to come from?

Lets make this easy for the taxpayers of Lower Township. Paid Fire and Rescue stationed at the airport complex. No more triple dipping by the Lower Rescue Squad eating up taxpayers money. Wildwood, Cape May, North Wildwood, and Ocean City do quite well with their Emergency Sservices response with paid fire/rescue and as a taxpayer in Lower Township I am jealous of the residents of those towns, quick professional services that are in my opinion priceless.

Paid EMS, sure. Paid fire-no. The township is too large to have one main fire company, it would take forever for them to respond. There isn't the call volume to support multiple stations.
Wildwood needs paid EMS, but not paid fire. Same with Ocean City.

Maybe Councilmember Tom Conrad can answer some of the questions posted about this article since he is also a "captain" in the Rescue Squad. Why didn't they notify the police department immediately? This smells of a cover up. If there are internal problems like this, taxpayers deserve some answers. Our taxes are paying towards this service and if those in power can't run it properly, they need to be replaced. The Squad is operating a PRIVATE transporting business under the guise of the Lower Township Rescue Squad. Maybe the prosecutor's office should look at their books.

I understand how you feel about volunteering your time, and I thank you. And to all the firefighters and Ems of Lower Township thank you. BUT with the amount of taxes we pay, I think we deserve paid services. Fire/Ems sould be paid and 24 hour. The islands all have it, and they have less people living there year round. You as a volunteer should think about this, wouldnt you like to make a living doing what you do? And for the comment on if all the rigs are out and another call comes in, the off duty crews that they page sould be living in the area, not Middle Twp.

If an EMT does not request ALS or a medevac they can be held liabal. So before you go and put a price tag on someone's health stop and think. Sencondly the FD goes to the airport for medevac landings because of EMS personal and the Pt. Sometimes the FF help load the Pt. into a helo that is still "running" do to the golden hour rule. Once again, the FF's that go out are all volunteer and probebly have other things better to do, BUT they want to help the community they live and give their time. Just because you have a scanner, doesnt make you an EMS expert. So if you ever need some clairfication on what, or why they do what they do; take a class, search the EMS protocols online, dont just make empty statements. As for the Lower Township Rescue, I do think they need some changes, we deserve better.

Are you crazy? Every district has atleast 1 paid crew on at all times, sometimes even more. The VOLUNTEERS are the ones who get woke up at all hours of the night because some idiot who was drunk or whatever wrecked a car with more then one or two patients in it and the crews on location ask for another truck. We are the ones who go out and help the firefighters on calls so that the community can have an ambulance when its needed. So here's an idea, the next time you see and Ambulance or Firetruck with people in it, why dont you go and say thank you for all of the hard work that we do. Those are words that are rarely heard by people in the community.

This comment is on behalf of "Trish". I have known this person for more then 10 years and the person I know would never do anything to put her job in jepodary. It just cracks me up that peopke would waste their time to try to hurt her. She is not one to give out info on any call she has ever been on. I know this for a fact because a few years a go we lost a good friend to both of us and when people would ask her questions she would deny even being there. Come to find out from someone else on scene not related to LTRS that not only was she there but she was part of initial I.D. process. Even to this day she still states she knows nothing about it. You should be glad for Volunteers, if it wasn't for us you wouldn't have so many EMT's or Firefighters around here. Volunteers are there for the public b/c they care. Also if it wasn't for us Many people wouldn't be alive or have there homes today. B/c there are only so many paid truck on a night. So God be with you if all Squads go Paid and They all are on calls and you have Cardiac Arrest and b/c ou help make it so there were no Vol. to come to your aid. The LTRS saves lives almost every day for as long as i've been alive. They should be proud of and honored for this. I should hope that everyone in this area appreciates them for the great work and dependability, Talk bad if you must about LTRS, they still will come save you one day if needed. I took the EMT coarse last year and graduated in the top of my class.I am retired from the US Coast Guard and consider myself well educated.The EMT Tests were some of the toughest tests I have ever taken.The final exam for the State was even harder but I studied and passed.The men and women EMT's of the Lower Township Rescue Squad are smart,Honest and hard working heros saving lives on a daily basis.The member in question is innocent until proven guilty at least thats what I always thought.

It is a sham that this young lady was given countless “chance” and even more support form the Lower Township Rescue Squad and yet took advantage of their kindness and willingness to help. This shows that no matter how much someone is helped they will not improve unless they want to. It seems that this young lady continues choose to hurt and take advantage of other people. *** This young lady must not care about anyone else other than herself. For the victim I hope she get the much needed money back ASAP. I’ll call the Rescue Squad for an emergency, but never for transport by that van thing they offer. Think they should be a little more “picky” about there employees.

Christina has hit rock bottom. She is *** this point in her life. She has lost everything that should mean something to her. Her priorities are not in order.Mrs. Coan was just one of the many victims of Christinas manipulative ways. Lower Township Rescue should not be looked down upon due to her actions they gave her a chance to straighten her ways and once again she has made the wrong choices in life.
There are consequeces in life for illegal behavior. Hopefully she will learn from her mistakes in her life. She has always gotten off easy and thinks that she is in control of every aspect of her life. Apparently not what goes around comes around and one day she will pay for all her poor choices in life. For Mrs. Coan there are good people out there and we wish you the best in the future.

To anyone reading the comments, I apologize for the illiterate people from our community. Everyone writing the comments you should really spend more time furthering your education, instead of trying to back this criminal. We as a community should let the police and detectives do their job and see what the outcome is. As for the comment about looking at the logs, HIPPA does not include what person or persons in a vehicle, meaning " a drivers log" on who is in a vehicle, mileage, and destination it. As for the LTRS, most of the EMT's are working to provide the community with a service. A few "bad apples" do not make the whole department criminals. Personally I think the community deserves better and should start thinking about paid EMS and FD in the township. There is no reason that someone should have to wait for a "crew" to be called in from their homes after 1am. If I am suffering a heart attack or respiratory problems I need EMS as fast as possible, not waiting 15-20mins with the PD while the EMT's drive to the station to get the rig and then respond. We pay taxes, lets do what is best for the community. Because it could be you one night that needs EMS or FD, and the seconds do count.

I know Chief Hart and he is a good man, stern but a good guy. He really needs to evaluate the people he has working for him. After reading all these comments I am without words for the EMTs' who have posted comments. "Trish" not very smart for admitting looking into reports that are under investigation. Chief Hart you really need to clean house to restore your good standing in this community. I have been on many fire calls with your EMTs' and some of them are a disgrace and you would be very embarassed at their actions in front of the public. Chief Hart, I wish you the best.
