OCEAN CITY -- A Harrisburg, Pa. man faces attempted murder, aggravated assault and weapons charges after he allegedly attempted to fire a concealed weapon at police officers.
According to Ocean City Police Department Lt. Steve Ang, on July 26 at 11:59 p.m., police responded to a domestic violence complaint in the 100 block of Anchorage Drive.
Police were told that a father and son were having a fight.
It was learned that Martin L. Kieffer, 61, of Harrisburg, Pa., had allegedly pointed a small gun at the head of his 25-year-old son.
That weapon, a .22 caliber Derringer handgun was recovered at the scene. Kieffer was then taken into custody and transported to police headquarters for processing.
As officers were removing Kieffer from the patrol vehicle at headquarters, Kieffer was able to access a concealed weapon on his person as he was handcuffed. At that time, Kieffer allegedly attempted to discharge the weapon toward the officers.
The weapon malfunctioned and the bullet became lodged in the chamber. Officers immediately reacted and were able to disarm Kieffer without further incident.
Kieffer was able to conceal the weapon because he was wearing a tactical t-shirt, which allows a weapon to be concealed in the armpit area of the person.
The weapon was described as a 10mm Glock semi-automatic handgun, which contained 12 hollow-point bullets.
A search warrant was later executed on a vehicle owned by Kieffer that led to the recovery of two additional handguns, ammunition for the .22 caliber handgun, and an assortment of knives.
Charges are pending in relation to the domestic violence incident and other items recovered during execution of the search warrant.
Kieffer was charged with criminal attempt murder, aggravated assault, possession of firearm for unlawful purpose, unlawful possession of a firearm and possession of hollow point bullets.
Kieffer was held on a warrant issued by Superior Court Judge Middlesworth for $750,000 full cash bail.
Kieffer was remanded to county jail in lieu of bail.

Lets de-mystify a few of these *** ramblings. FACTS 1) Yes, he was on vacation. 2)Mr. Kieffer is NOT a psycho. 3) NOBODY SET UP ANYTHING! 4) Mr. Kieffer was ***, and having not remembered any of the evening(see his indictment hearing vid), I'm sure he had not intended to Kill anybody, including the police. Yes, the police should've conducted a more thorough search but handled the situation very professionally while keeping others calm and collected. I'll agree, its not wise to bring weapons on vacation OR across state lines. Even if you did just want to hit the shooting range. In retrospect, this may have been God's was of showing the families the light and guiding them towards unity rather than driving them apart. Perhaps all their devils can be addressed and conquered now(we all have them). Good luck to the whole big Kieffer crew in HBG!

It's a *** shame that the son of a gun-wielding maniac may never see his son (or as one blogger apparently knows, whole family) outside of jail EVER again. And for what? This man put his son's life in jeopardy by putting a loaded gun in his face (not to mention the fact he THEN had ANOTHER gun also loaded with illegal, armor-piercing bullets loaded in it) and THEN took it upon himself to threaten the lives of the OCPD as well. Who brings guns to a vacation area anyway (yes, i did say vacation as Ocean City is a usual destination for out-of-state visitors...ESPECIALLY at the location on the map that was provided which is a known time-share location)? Not only that, but to think that his son (or family), had his/their own "agenda" and thought that they would possibly threaten a frail 61 year-old man? The accused was charged with an unlawfully owned weapon which means one of two things: 1) He had a gun that he was NEVER supposed to possess because he had a previous crinimal record (most likely) and, in that light, should NEVER own, use, or even TOUCH ANY WEAPON or 2) He brought a firearm over state lines or didn't have any type of permit for...which likely wouldn't have been mentioned in the news in that respect. Nonetheless, I implore anyone that actually would support such a maniac to put their trust in JESUS CHRIST, OUR SAVIOR, and if you/they feel as though you must support such a person, that you at least take the word of the LORD to his attention. It's obvious that this mad-man had at least one demon and that by supporting this, you are only feeding the demon that felt it necessary to bring guns to, what should have been an otherwise good time at the beach. Do not follow the temptations of the devil, for there is always a light amongst such darkness. Honestly, I don't believe the one that was deferred back as a psycho would have any reason to snap if the demon is now eliminated from the son/family...only time will tell I guess.

looking at all the legal stand-points, a benefit of the doubt should be given here, don't you think? sure, it would look like pulling a weapon, as he would have taken it from his "would-be" armpit.
I know I would have thought the same as the officer(s)
but from a legal standpoint, maybe from the tussle with the family, he had tried to pull it and it jammed then, and re-placed it into his armpit.
hmm......
going to be interesting come trial time. :)

Well let's see, for starters I DO NOT want to play Monday morning quarterback but c'mon. This is a perfect case of officers becoming complacent and not treating everyone as a threat. In New Jersey WE are taught in the police academy to handcuff a subject with his hands behind him/her, if they are to big, and are not flexible, use two sets of handcuffs. Well lets give the officer the benefit of the doubt, maybe because he/she works in Ocean City he/she hasn't handcuffed many people. The officer was very fortunate to be able go home and see his family at the end of the shift. But maybe won't be next time. Please be smart and stay safe out there.

Im on the job in northern New jersey and one of the things the i always remember is not to get complacent and become lazy. Thats when cops get killed. I dont like to play monday morning quarterback because we all know that's what brass is for but Ladies and gentlemen please think of officer saftey and at the end of our tour we all go home to our loved ones.

6. FAILURE TO WATCH THE HANDS OF A SUSPECT: Is he or she reaching for a weapon or getting to smack you? WHERE ELSE CAN A KILLER STRIKE FROM, BUT FROM THEIR HANDS!!!!
7. RELAXING TOO SOON: YES, the rut of false alarms are accidental or whatever. Still, observe the activity. NEVER take any call as routine or just another false alarm. It could be your ass on the line.
8. IMPROPER HANDCUFFING: Once you have made the arrest, handcuff the prisoner CORRECTLY! See that the hands that can kill you are safely secured.
9. NO SEARCH OR POOR SEARCH: There are too many places to hide a weapon that if you fail to search you are guilty of committing a crime against other officers that will have contact with your prisoner. 10. DIRTY OF INOPERATIVE WEAPON: Is your sidearm clean? How about the bullets? Did you clean your weapon since the last range? Or have you even shot or practiced drawing your weapon recently? Can you hit your target in a combat situation? You must practice faithfully and religiously.
* Remember to practice safe gun handling at all times when cleaning or drawing for practice. Also, remember the 1 + 1 rule, if you find one weapon during a search, there is another, or if there is one suspect, there is another. NEVER STOP WHAT IFING!

Hey, OCPD: Don't forget to charge this clown with possessing a magazine that holds more than 10 rounds! I believe this would be a 4th degree crime, so pile it on!
Somebody needs a refresher on searches. Glad no one got hurt. Hopefully all cops will learn from this.

not sure who is protecting who if anybody. everyone is always so quick to judgement when it comes to guns. something obviouly had to trigger the event. Since people seem to want to defend the guilty man with a gun or attack shoobies and not address what is truely important in the article. I would like to say to the officer and his family that I am glad everything worked out safely. Hidden agenda just because he brought a firearm on vacation? Granted, it was probably illegal for him to bring one. I bring mine wherever I go in the entire United States. I have a nationwide concealed carry permit. What I can't believe is how a man who was supposedly properly handcuffed and searched by the arresting officer was able to still have a large frame semi-auto pistol on his person and then access it. Having arrested hundreds of felons in my lifetime, I know first hand what must be done to protect yourself and the citizens around you. With my years of experience I cannot believe the mistakes made. Hopefully all those involved will learn a valuable lesson so in the future there are not any tragic results on another call. I have buried friends who made mistakes like this and it is always a horrible tragedy.

OCPD needs to take a long, hard, look at their training and procedures. For a cuffed prisoner to be in possession of a weapon, after being arrested for possesion of ANOTHER weapon, speaks volumes about a lack of either training or execution, or both, on the part of OCPD. Further, the story implies the prisoner was cuffed in front rather than behind his back.
Thank goodness no officers were hurt or killed, but its time for OCPD to go back to school before this happens again.
