
STONE HARBOR — A 53-year-old New Mexico resident was arrested by borough police July 11 and charged with endangering the welfare of a child, possession of child pornography and harassment.
According to a police report, David Palmer Harper, 53, of Rio Rancho, N.M. was on the 95th Street beach on July 1 at 1:58 p.m. when police received a complaint that a male was taking photographs of children on the beach.
When officers arrived, they learned from several witnesses that Harper had been photographing small children who were not his.
Based on that information, Harper’s camera was confiscated for further investigation.
The County Prosecutor’s Office was contacted and advised of the nature of the incident, and information that was learned.
A subsequent investigation led police and the Prosecutor’s Office to execute a search warrant on Harper’s home here. That search led police to seize various camera and computer equipment.
After a forensic examination of the camera and computer equipment by the Prosecutor’s Office, an arrest warrant was issued by Municipal Court Judge Peter Tourison for endangering the welfare of a child and possession of child pornography.
Harper was arrested without incident at his home here and lodged in the county jail in lieu of $15,000 cash bail.

others will get involved and do the right thing hopefully. or in worse case, everyone will think the same thing and nothing will be done to help this child. and the neglet will continue
but you go on and collect sea shells the people from stone harbor did the right thing take a lesson.

Although the police dept and The County Prosecutor’s Office did great work,
let us all give praise the bystanders/witness who saw something suspicious and stepped up and made the call to the police. GREAT JOB PEOPLE!! one shudders to think
what may have happened to a child after this scum spent the day on the beach.

Last weekend on the Wildwood Crest Beach, my husband and I were walking south towards Diamond Beach from the lifeguard station. It was a very crowded day due to the heat. I was aghast to see a 8 or 9 year old girl running around the beach completely naked! Her parents wer esimply allowing her to run around and play in the water without any clothes on. I gasped to think of the potential pedophiles that could be sitting right next to her, not to mention who might be snapping pictures of her for their personal collection and for trade or posting on child porn websites. Mom and Dad may have thought it was innocent but what the heck were they thinking in this world! I hope no one did take any photos of that poor girl. Her parents should be cited for child neglect.
