Jackson Fires Lower’s Grants Coordinator

VILLAS — Lower Township Grants Coordinator Colleen Crippen was fired, effective August 1, by Township Manager Joe Jackson, one day after township council approved its 2008 budget.

Two councilmen told the Herald they were unaware of the township manager’s plan to fire Crippen.

There was no mention of the firing at a June 16 council meeting where an additional $33,000 was cut from the township budget.
Councilman Wayne Mazurek told the Herald he was not informed on plans to fire Crippen. He said council did not make such a decision.

“I told Joe I did not support his decision,” said Mazurek. “I think she was doing a good job for us and if they had issues, they should have been discussed with us.”

He said he wasn’t aware Crippen had been fired until he received a phone call from Councilman Glenn Douglass asking if he was aware of the situation.

“Her salary is in the budget, we approved her salary,” said Mazurek.

He said he had no problem considering the elimination of a township position when someone retires but he did not advocate anyone losing their job.

“I don’t think our budget is so far out of control that we have to start laying people off,” said Mazurek. “I’d like to cut stuff before we cut people.”

Crippen earned $53,800 and also served as assistant township treasurer.

Douglass told the Herald he was “totally against what’s going on,” and he was investigating if proper procedure was used to fire Crippen.

He said Jackson was acting without the approval of full council and he has asked Jackson to rescind the firing.

“Recently, we announced there was going to be no layoffs, why all of a sudden this came up?” said Douglass.

Jackson did not return calls from the Herald.

At a May 19 council meeting, Deputy Mayor Robert Nolan suggested Crippen’s position be eliminated. He said other towns received just as many grants without a grants coordinator position.

In an interview last year, Crippen told the Herald she brought in nearly $1 million per year in grant money. Since 1998, her work has brought the township nearly $10 million.

Crippen said her job was to find free money for the township and for low-income residents who need help fixing up their homes. Crippen started with the township as coordinator for the Neighborhood Preservation Program (NPP).

Without a grants coordinator, according the Department of Community Affairs regulations, the NPP program will be suspended, as will loans for items such as emergency roof repairs.

The Mulligan Greens Resident’s Association was created as part of the program. Part of Crippen’s job was administering Small Cities housing grants, which are no interest loans with no payments for homeowners.

The largest part of Crippen’s job was managing the grants once they are received, she said last year, “making sure the money is being spent properly.”

Crippen also administered grants for small businesses, drug and alcohol awareness and arts programs for youth, recycling, and police programs.

She told the Herald her dream was an affordable housing program for the township that would both help a person purchase a home and make needed repairs.

Crippen also coordinated the Lower Cape Alliance with provided funding for drug and alcohol education programs.

to the 5:29 AM poster....I wasn't aware that Council dissolved the MUA...my understanding is that they got the concessions they wanted and left it intact and as to the appt of the Twp Mgr as the Ex Dir of the MUA....I think the MUA Board did that and not council...once again the LTTPA fails to get their facts straight!

Another dumb move by this council and manager. Didn't they learn their lesson from the stupid decision they made to dissolve the MUA and make the Twp. Manager the Executive Director? That didn't turn out to be such a good idea did it? Really council, you should check everything out before you make a decision, not after. Get the checkbook ready, this decision is going to cost a lot of money.

Currently the neighborhood from Fulling Mill over to, and including, Mulligan Field is eligible to apply for a grant to help with major system repairs ie: roof, electrical, plumbing. It is based on income. This State grant will not only help the residents, but will also fund sorely needed improvement to Mulligan Field where many children play and community events are held. I would like to know who makes up the Mulligan Greens Residents Association? Can they shed light on how this 1million will be allocated?

affordable housing? for who? drug dealers and users? and where? places like the sweetbriar? adios sweetheart. we don't need them here and we don't need you. in the past 5 years we have had a major influx of crime and drug use in lower twp. people like this are to blame. i am glad she's gone. america needs to stop supporting useless people who will never succeed or function properly in society. if things continue the way they have been, our USA will disintegrate.

I agree with the person who sees MORE lawsuits that Lower Township will have to settle out of court, as there is no justifiable reason for this firing. I hope , and expect, that Council will rein in this power hunger Manager and his out of control ego. I am of the understanding that some grants, which have been approved by the state, are contingent upon the fact that this position exists and is held by a full time, qualified grants coordinator. I have yet to read or hear of a reason for this drastic action he has taken, without permission , advice or consultation.

can someone tell me what grants we get in Lower Township, I never knew about any grants. Wow I cant believe someone got paid for something most people dont even know about.

What do you mean grants dont effect taxes? Where we had to pay for a recreation field Middle and Wildwood got theirs paid for by grants. Let's see our property taxes vs a grant, but no comparison right? Even a partial grant saves tax payers money. Now if the grant coordinator is getting grants for recreation, the police, road work, etc, then we should keep her. But if the other person is right and she only gets grants for one small neighborhood, she needs to go. What's the truth?

The grants coord is such an imporatnt job that under the previous Township Manager she was allowed to work from home!!!!!!! Wouldn't we all like to get paid to work at home. Someone should investigate why that occurred, sounds like fraud to me. In fact there's a couple of the former Twp Mgr's buddies that seem to have been paid for never being there....seems like they get sick every summer and then get better just in time to come back in September....sounds like fraud to me. DID MAYORAL CANDIDATE Mike Beck, then Councilman Beck know about this...did he condone it...did he do anything about it? No wonder these employees are rebelling against the new Twp Mgr he's making them do the job their paid to do! What a novel idea!!!

Yes there is a grant coordinator and grants have nothing to do with the tax rate. I think everyone should go into the Joe Jackson Lower Township Manager's Office and see if he can answer some questions, like how many grants is Lower running through the grant coordinator, if we loose or it costs the tax payer a penny it should be Jackson next to go, not the corrdinator.

Yeah we have a grants coordinator but her title should not be Lower Township, it should be Mike Beck's Neighborhood because that is the only area in the entire Township that gets any money. Not Erma, Townbank, North Cape May, south of the canal, Fishing Creek, Diamond Beach or even most of the Villas, just a small neighborhood, yet we all pay for her. I say good move, let's get someone that is looking out for the entire Township, including my neighborhood.

I just found out about this plan and I can tell you that this is the wrong thing to do. Many of our friends have been helped by Colleen in having repairs done for their homes. Maybe for some people a new roof is no big deal, but for the seniors in the Villas who help pay the bills in this town, a new roof from grant money is a gift from heaven. Council needs to replace the manager, not the grant's coordinator.

We have a grants coordinator? What grants do we get? Someone said millions, yet where are they? Shouldn't our taxes be lower? What exactly does she do? Is this Township really going to miss her or just her friends?

Congratulations to Jack Fichter once again for his fine "biased" reporting! I understand the Grants Coord position is being eliminated. People lose their jobs all the time via reduction in force! I don't recall any other news articles in the Herald regarding the termination of other Townships employees or County employees! Am I detecting a bias here from the the Herald!!!!! NAH...the Herald could never be biased!!!!!

Why would the township fire a person who has brought in millions of dollars to help the poor people of lower township. Maybe they're firing the wrong person. Give the layoff notice to the township manager

If the residents want to know what's really going on and the truth behind why the manager fired the grant's coordinator, go to the Township Clerk's office and ask to see a copy of the "Whistleblower" lawsuit filed by a township employee. The manager is retaliating against all of the witnesses.

Jackson and the goons that hired him have had a hit list for some time. They apparently are threatened by intelligent, opinionated women. With the majority of their time spent in town hall (100% staffed by women) they should get over the caveman thinking or get out!

It seems like Joe Jackson does not have a clue what he is doing. I see some more lawsuits coming Lower Township's way. Council had better take control over this Manager.
