Offers Definition of Good Government

To The Editor: My definition of good government that ran in the Oct. 5, 2005 issue of the Herald read: “Good people pursuing good practices resulting in good benefits for its constituents. Are we getting our money’s worth in Cape May County?” One of my friends commented to me that the definition was unfinished — “surely there is something that ought to be added.” In an effort to satisfy the missing element, I offer the following proposal that was sent to one of the members of the Stone Harbor council. To date there has been no response: Borough Council to consider the following procedure as required in submitting a request for capital budget expenditure of $50,000 or more. In these difficult times, new spending caution is required. The public must know the facts behind each submission. Each proposal should be written outlining the amount and purpose of the expenditures. On the proposal sheet, the sponsor must outline the pros and cons of the request to the best of his/her knowledge and sign the form. This writing must be accurate and complete and made available to the public upon request. Sponsor should indicate if he/she or any elected official or borough employee has a vested interest in the proposal. Single items of less than $50,000 are to be considered if other items of the same nature are under consideration (for example, automobiles) and the aggregate sum exceeds $50,000. Stone Harbor citizens take sides on an issue and ill feelings or worse prevails in our community. We should be taking steps to support one another. Hopefully, the time will come when a citizen will no longer need to get his facts in the newspaper. Experience is a great teacher but, sadly a costly one. We should all be united in making Stone Harbor “The Seashore at Its Best.” RICHARD T. HUGHES Stone Harbor
