Did the state police know and report that the potholes needed fixing? As a retired manager for PennDot, someone should have known they were this bad, and been reported. It is a police function, to do just that. If they did report them, that constitutes awarness, and opens the door for a lawsuit, if they were not fixed in reasonable time. This reader would like to know if the state police or other public servant reported these bad road conditions. These were serious injuries to the cyclist, and could have been prevented.
